Selection / Recruitment Process
The selection / recruitment system for lecturers and education personnel at Padang State University (UNP) refers to the Regulation of the Minister of State Apparatus Empowerment and Bureaucratic Reform of the Republic of Indonesia Number 24 of 2013, Kepmendiknas No.234 / U / 2000 concerning guidelines for establishing higher education institutions, and PP No. 48 of 2005 concerning Appointment of Honorary Staff to become CPNS.
PP No.48 of 2005 decided with the following powers:
1. The purpose of procuring CPNS is to:
- Fill out the vacant civil servant position formation
- Obtaining prospective civil servants who have the character of being civil servants has a role in providing optimal services to the community
- Obtaining candidates for civil servants who have the competence to carry out their duties.
2. The principle of the procurement of Civil Servants must be transparent, objective, competitive, free from elements of corruption, collusion and nepotism (KKN), non-discriminatory, and free of charge.
- Every applicant who meets the requirements to be appointed as a Prospective Employee. Civil Affairs are obliged to take the test, unless stipulated otherwise from the statutory regulations.
- The test as referred to in paragraph (1) includes:
– Basic competency test
– Field competency test
3. Candidate Candidates for Civil Servants must pass the basic competency test for Civil Servants, the competency test is carried out in accordance with the demands and needs of the position, applicants who have passed the basic competency test as referred to in paragraph (1) are determined based on the passing grade. ) determined by the Minister for Administrative Reform and Bureaucratic Reform and applicants who are declared to have passed the field competency test as referred to in paragraph (1) are determined based on rank.
4. Basic competency test material is prepared by the National CPNS procurement committee assisted by a consortium / team of experts, field competency test material for functional positions is prepared by the Functional Position Trustee agency and in the event that the Functional Position Supervisory agency is not ready, the field competency test material is prepared by The Civil Service Officer (PPK) is the organizer of the CPNS selection.
Guidelines for calculating employee needs based on workload Decree of the Minister of State Apparatus Empowerment Number KEP / 75 / M.PAN / 7/2004, and analysis of the needs of lecturers and staff of the Study Program (made by the Department / Prodi) which is based on workload calculations. The selection for admission of lecturers is open to anyone who meets the qualifications, namely, a minimum education of S2 and has a linear education level. The selection process for civil servant lecturers at Padang State University is as follows:
- The study program submits proposals to the faculty, relating to the number and qualifications needed, then the faculty forwards the proposal to the university level and then submitted to the Ministry of Research, Technology and Higher Education.
- The Ministry of Research, Technology and Higher Education determines the available formations, the available formations are announced to the public through mass media such as newspapers, the internet (UNP website) and announcement boards on campus.
- Then a selection was made by a team formed by the Ministry of Research, Technology and Higher Education. The selection process consists of three stages, namely (1) administrative selection, which aims to select the qualifications proposed by prospective applicants to meet the criteria or not; (2) written test, prospective participants who meet the qualifications will get an exam number to take a written test consisting of a General Ability Test and a Psychological Test. The written test results are announced transparently in mass media such as newspapers, internet (UNP website) and announcement boards on campus. Prospective lecturers and education staff who are declared to have passed the written test then take the third (3) interview test, this test serves to assess the ability of prospective lecturers and educational staff to material that is in accordance with the required qualifications, the candidate’s commitment to higher education, attitudes and candidate performance.
- The results of the interview test conducted by the study program are reported to the Faculty to be forwarded to the University with the highest order of scores.
- The university or the selection team formed by the Ministry of Research, Technology and Higher Education announces that prospective participants who pass the selection take into account the three processes above. If the applicant is declared to have passed all of the above processes, he will be declared accepted as a lecturer or educational staff at the institution.
Placement Process
Lecturers who are declared to have passed the selection process are then placed in the study program and given tasks in accordance with the demands of the Tri Dharma College such as:
- Teaching in study programs with an average of 12 credits per semester and according to the skill map.
- Carry out research that is guided by senior lecturers who have experience in the field of research
- Carry out community service together with the study program lecturer board.
- Perform other tasks ordered by the head of the study program based on a letter of assignment / committee established by the study program / faculty.
Meanwhile, educational personnel are assigned to laboratory assistants, both for technicians and for warehouse and administrative heads according to the needs of the department.
Development Process
In developing lecturers, the Automotive Engineering Education Study Program still refers to the Tri Dharma of higher education, including: Education, Research and Community Service. As for the development of the Automotive Engineering Study Program that has been carried out, among others:
- In accordance with the teacher and lecturer law no.14 / 2005, that the requirements to become lecturers must have a S-2 degree, so lecturers who are still holding an S-1 degree are encouraged to continue their education, either at BPPDN, BPPLN or independent fees and lecturers. S-3 qualifications are encouraged to follow the acceleration of becoming a professor.
- To improve their competence, lecturers are included in study program activities, including: seminars, training / workshops and certification.
- Each lecturer is encouraged to produce scientific papers including: modules, articles, textbooks, practicum modules.
- Each lecturer is encouraged to make a research proposal: Young lecturers, competitive grants, Rapid, National Strategy (National Strategy), guiding students in student Creative Program (PKM) activities.
The development of educational personnel is carried out through trainings and their functional development is given the opportunity to take part in BIMTEK and functional training for expert level laboratory staff.
Retention
To maintain lecturers and education staff so that they continue to serve and work in the Automotive Engineering Education Study Program, increasing welfare is done through:
- Providing performance allowances for educational personnel.
- Providing occupational allowances for lecturers and education staff.
- Giving rewards for outstanding lecturers such as award certificates.
- Implementing apprenticeship and training programs in industry for lecturers and educational staff.
- Providing incentive allowances if it exceeds the mandatory hours assigned to lecturers and education staff.
Termination
The dismissal of lecturers and education staff in the Automotive Engineering Education Study Program, FT UNP, refers to article 67 of Law No. 14 concerning Teachers and Lecturers, which is as follows. There are two types of dismissal, namely temporary dismissal / suspension and definitive / permanent dismissal.
1. Temporary suspension / suspension can occur if:
- Employees in the process of inspection by the authorities.
- Employees commit disciplinary offenses which lead to severe disciplinary punishments.
2. Definitive / permanent termination can occur if:
- Does not meet the requirements in the contract period.
- The termination of the work agreement.
- Resigned at his own request.
- Continuous pain for 1 (one) year.
- Dead or missing.
- Reaching the retirement age limit.
- Violation of Work Order.
- Become a member / be involved in organizations that are prohibited by the government.
Written guidelines on monitoring and evaluation systems, as well as track records of Lecturer Academic performance
The monitoring and evaluation system, as well as the academic performance track records of lecturers, are as follows:
1. Monitoring and evaluation activities and academic performance track records of lecturers:
- Guided by PERKA BKN NO.1 YEAR 2013 TECHNICAL INSTRUCTIONS PP NUMBER 46 YEAR 2011 regarding the assessment of civil servant work performance, monitoring and evaluation of lecturer academic performance activities is carried out in the form of filling out Lecturer Performance Load (BKD) reports which are held at the end of each semester (2010-2013) and filling out the Employee Workforce Target (SKP) report every year (2014-present). The preparation of the BKD / SKP report refers to the software usage manual. The BKD / SKP report aims to evaluate the performance of lecturers in the fields of education, research, community service.
- Conducted by the Automotive Engineering Study Program (PS PTO), by evaluating the implementation of lectures using attendance and filling in lecture boundaries by each lecturer in the field of study who is monitored by the head of the department and reported to the Deputy Dean I FT UNP. The track record of the lecturer learning process is stored in the Study Program.
- Refer to ISO 9001: 2008 procedures, Supporting Procedure SOPs (PPD -14) and Improvement Procedures (PPE 07). Monitoring and evaluation of lecturers’ academic performance is also carried out by the Internal Quality Assurance Group (GPMI) at the faculty level and the Internal Quality Assurance Unit (UPMI) at the study program level.
2. Improve the quality of academic activities to increase student satisfaction with lecturers. This is done in a way:
- Internal audits are carried out by GPMI as Quality Management Representative (WMM) every semester which aims to ensure that the implementation of learning activities is in accordance with ISO 9001: 2008 procedures.
- An external audit of the learning activity process is carried out by TUV Rheinland to ensure that ISO 9001: 2008 procedures have been implemented.
- Academic evaluation is in the form of student satisfaction index for the services provided by the lecturer which is carried out every semester by the Faculty. The results are reported to the department to be followed up by the department leader. To coordinate between students and department and faculty leaders in order to capture information / student perceptions of lecturer performance assessments.
3. Feedback from users (students) on the services provided by lecturers is filled in through the UNP web. The results of the questionnaire were used as a reference for the Vice Dean I to evaluate services.
Guidelines on monitoring and evaluation systems, as well as track records of educational personnel performance
1. Monitoring and evaluation activities as well as a track record of the performance of the teaching staff of the UNP Automotive Engineering Education Study Program (PS PTO) :
- Conducted by the Automotive Engineering Education Study Program itself, by evaluating the implementation of administrative services for education personnel using attendance which is monitored by the Deputy Dean II of the FT UNP for Administration and Finance. The track record of the educational staff’s service is kept at the Faculty. Recapitulation of educational staff attendance is reported by the leadership of the Deputy Dean II to the UNP Personnel Division every month.
- Conducted in the form of filling in the Employee Performance Target (SKP) which is carried out every year. Preparation of SKP reports for Education Personnel refers to the software usage manual. The SKP Education Personnel Report aims to evaluate the performance of teaching staff in administrative and financial services starting at the Department, Faculty, and University levels.
2. Improve the quality of activities of education personnel in the administrative field to increase student satisfaction. This is done in a way:
- Internal audit of education personnel performance
- Evaluation is in the form of a student satisfaction index for the services provided by educational staff which is carried out every semester and the results are reported by the Faculty to the University Personnel and Finance Department.
3. Feedback from users (students) on services is provided by Education Personnel through the FT UNP web.
The Dean is responsible for evaluating Education Personnel services with the following conditions:
- Before signing the evaluation form (DP3), the Dean first provides information to related Education Personnel to prevent differences of opinion in the assessment.
- The results of the DP3 report are used as a reference for Faculties and Universities to provide opportunities for educational staff to take part in training. The results of the SKP are also to improve the performance of educational personnel, as well as promotions and transfers.
Monitoring and evaluating the performance of lecturers in the fields of education, research, community service. In general, to record the implementation of monitoring and evaluation of lecturer performance in the fields of education, research, community service (Tri Dharma Perguruan Tinggi) as follows:
- By using BKD / SKP which is carried out by the manager of the study program at the end of each semester

The results of the BKD / SKP assessors’ assessment are submitted to the university for endorsement. - Monitoring to see the attendance of lecturers every working day both in lectures and in other academic activities is carried out through the attendance of lecturers through finger prints installed in the study program block.
- To see student satisfaction with the services provided by lecturers in lectures is done through distributing student satisfaction questionnaires. The results of the analysis are used to provide corrective action by providing warnings and admonitions in improving the performance of lecturers in the Automotive Engineering Education Study Program.
- Every year study programs and faculties record lecturers who have carried out research and community service as material for consideration for participating in training and seminars at local, national, and regional levels
- Monitoring and evaluation of Tri Dharma Perguruan Tinggi activities is carried out by carrying out internal and external audits conducted by the Internal Quality Assurance Group (GPMI) and the Representative of Quality Management (WMM) ISO 9001-2008 Faculty of Engineering UNP. Internal audits are carried out every semester or twice a year. Meanwhile, external audits are conducted once a year.
